Isolated stories sporadically appear in the newspapers, but the true magnitude of the takings is often unreported. Since the mainstream media have so far refused to publicize these facts, we can only estimate the numbers. Many articles have been written about this situation that have appeared in the magazine of the Apartment Owners' Association of Southern California, though, and as a result we have spoken to hundreds of property owners, some of whom called from other states.

The agencies and private entities throughout the United States that we know have been part of this little known group of “land grabbers” are: The Community Redevelopment Agencies, the Federal Agency HUD: Housing and Urban Development, the various Port Authorities, City Attorneys and various other elected municipal, state and federal officials, City Housing Departments, many non-profit and for-profit housing corporations and housing developers. The Catholic Church, and more specifically Cardinal Mahoney, has been involved through their connection with the CRA, though it remains to be seen if they are aware of the corrupt actions of the City and CRA.


Community Redevelopment Agency – CRA

Redevelopment agencies exist in most major cities in the U.S.. They promote a form of corporate welfare that gives government monies to private entities to build projects in so-called “blighted areas”. In order to do this, the CRA routinely uses…or ABUSES…the power of “eminent domain” to force owners of properties that unfortunately lie in the path of the CRA to sell their properties to the CRA who in turn sell or lease them to high-powered cronies who in some instances have made campaign donations. The amount the CRA offers is generally far below market value so that the owners must be FORCED to give up their properties. Challengers to this unwanted takeover are frequently visited by “building inspectors” who make accusations about lack of building permits on seventy year old houses and/or they are falsely and maliciously prosecuted in order to silence the challenger and force them into submission. To make matters worse, the CRA depletes the General Funds of counties and cities because of a self-perpetuating system called “tax increment financing”*. This means that monies are diverted from police, libraries, street maintenance and schools in order to fund more CRA projects such as unnecessary sports stadiums, $300,000 per unit apartment complexes for “affordable housing” or ultimately empty parking lots.
