Editor's Note: Mr. Delgadillo's property is located in the Boyle Heights area of Los Angeles, which lies directly east of the downtown L.A. area and has been designated as a “redevelopment area” by the CRA. Because of its proximity to downtown, this area has the potential of being extremely valuable. Therefore, the agents he speaks about were sent to harass him so that he would sell his property below market value to the CRA. If they can declare the house to be “Substandard”, it automatically greatly reduces its value. Delgadillo was living in the house and had another house on the lot in which his daughter lived. He did NOT rent out the property on the commercial market. Therefore, the city HAD NO LEGAL REASON TO BE ON THE PROPERTY IN THE FIRST PLACE, let along make any demands of the owner. If the City TRULY wanted to improve this area instead of take it for themselves and cronies, they could use city monies to grant or lend to owners for improvements. Or, better yet, they could give owners a moratorium from property taxes for a period of time in order for them to fix up their properties. This is the 14th Council District, formerly served by Councilmember, Richard Alatorre. This district at the time of this writing (2002)is served (i.e. “assaulted”) by Councilmember NICK PACHECO, who is continuing to facilitate the CRA taking. The CRA is the same entity that took the properties in Elysian Park for Dodger Stadium in the 1950's, an action that made national news at the time since the residents fought the takeover even though they ultimately lost. That was probably the last time that resistance to CRA takeovers have received ANY publicity in the Los Angeles area, although resistance movements go on frequently by property owners, and some have been successful.
Don't be fooled or confused by the City's excuse that they must “clean up the slums”. Don't believe them when they say that “redevelopment” will “help” the community. Don't believe it when they say they will pay you “market value” for your property If buildings need to be upgraded, fixed or renewed, IT SHOULD NOT RESULT IN AN UNLAWFUL “TAKING” of the property. ALL of the owners mentioned on this website COMPLIED WITH ORDERS OF THE CITY.

To whom it may concern:
This letter is to inform your office and to explain the situation which exists at this time concerning said property 5179-012-051. Mr brother, Robert Delgadillo, who lives at 11603 Nava St. in Santa Fe Springs, Ca 90670, and I, Ernest Delgadillo, were co-owners of said property. On December 16, 1997 we became involved with city agents of the City of Los Angeles Department of Building and Safety ALBERT ROMERO, Building inspector, CHARLEY HALE, Supervisor, SAMUEL PORTILLO city investigator and city attorney prosecutor, DAVID TYRONE SHEPHERD. RICHARD ALATORRE was the councilperson at the time.
My brother, Robert, was in communication with these city agents who began a series of threats and harassment against him. My family and I had already been involved these same city agents which resulted in an act of violence and assault on us. My brother and I are both senior citizens. I am legally disabled with lung disease and other chronic disabilities. This did not matter to these city agents. Because fo the constant threats and harassment by these agents and fearful of what they would do to him and his family, he decided to sign off his part in said property. Despite of by objections, so fearful was he of these city agents that he believed this was the only way to rid himself of them. In his haste to get away from them, he did not realize the consequences of not seeking legal advice regarding the property tax laws. Now I am faced with double taxation and even higher future taxes to come because of what was done by these city agents. We have been informed that there is no doubt that all of this was illegal. Because of the nature of this injustice to my family and me, I must inform all of the parties involved that we will do everything possible to demand justice and to pursue by all legal means this act of injustice committed against my family and me. Neither I, nor any member of my family, did not initiate or provoke these city agents. My brother was forced to sign off his half interest in this property by Albert Romero and other city agents previously mentioned.
Inspector ALBERT ROMERO demanded that I install two new electric meters and rewire both homes, front and rear. I complied. When Romero returned on December 16, 1997 to inspect the work, he instead began terrorizing my daughter and two baby grand daughters. The one-year-old had just had heart surgery. He demanded I evict my family from the rear house. When I questioned his authority, he turned on me and assaulted me. I have never been given any written documentation as to WHY I was cited. I was subjected to a “kangaroo court” trial. I ended up paying for the repairs to the rear house, and then I had to demolish it and pay for the demolition.
DECLARATION OF DELGADILLO'S DAUGHTER, ARLENE DELGADILLO:
“To whom it may concern:
I lived in the rear house at 3329 E. 4th Street, L.A., Calif. 90063, behind my father's home. On December 16, 1997 I heard a commotion outside. Looking out the door, I saw my dad, Ernest Delgadillo, with another man. This man was yelling. When this man saw me and my two baby daughters, he started to yell at my dad and us, “I want that woman out of that house now!” He yelled out these words at us. I noticed that my dad was having a breathing attack. I know he is disabled with lung disease.
My dad told this man, “What are you talking about?” This man then grabbed my dad from his arm and pushed him up a drilling machine in between the two houses. My dad lives in the front house. I heard this man tell my dad to do as he says or he was going to have my dad evicted from his home and have his home demolished. When my dad called LAPD he was told that the policed could do nothing because this man was a civil servant of the city and (that he should) call the man's supervisor and to the councilman, Richard Alatorre's office. I found out that the man involved with my dad is Albert Romero, inspector with the L.A. City Department of Building and Safety. I believe that this man (Romero) is dangerous and I will try everything possible to avoid him.”
